From my educational information; I can't give legal option which you need to consults with your attorney about it; I learned that we, Deaf and Hard of Hearing, need to do something about ‘early intervention' with local and federal entities. It’s about “[t]he term refers to providing appropriate services for the child with hearing loss, including nonmedical services, and ensuring that families of the child are provided comprehensive, consumer-oriented information about the full range of family support, training, information services, communication options and are given the opportunity to consider the full range of educational and program placements and options for their child.” Such provision quoted from www.gpoaccess.gov/uscode/browse.html, not from the bill.

Anyway, it means that to inform parents with infant or toddler with hearing loss about acquire language, but did they tell the parent s about ASL (American Sign Language)? Based on my finding, I think the parents get misinformed information about acquires language system for their prelingual Deaf toddler or infant (preDeaf) via SEE (signing exact English) or alike, total communication, oral communication and/or audio communication. There are sources showed all of those modes of communication, beside ASL, are not scientifically based practices to help the preDeaf to acquire language of “speak English” even with CI (cochlear implant). WHY? Because the preDeaf unable to hear one hundred percent of “speak English” that hearing infant or toddler can hear. That is audism for deny preDeaf access to acquire language (we have a case law about it) Not providing a success of promising practices of ASL literacy language (bilingual-bicultural education) to preDeaf will cause a disservice not only to the preDeaf and the preDeaf’s family but also to society as a whole (living on SSIi or SSDI). I know that average Deafs who leave high school with 3d to 4th grades reading and writing skills. I am not applying to postlingual Deaf (postDeaf), who became Deaf after acquire language (speak English), are better off with CI and other mode of communication to access to classes than preDeaf. I wish that Albert Einstein was alive and stated that to those, who doing the same thing over and over again and expecting a different result, are insanity. Why Federal entities are supporting that idea of letting insanities getting away with money to allow preDeaf t to be audial discriminated apart from hearing students? I think because it all comes down to this, we, preDeafs, aren’t completely “enjoy full inclusion and integration in the … political and educational mainstream of American society. Let make sure that parents of preDeaf will plant their seed (Deaf toddler/ infant) in a right ground (bilingual-bicultural education) to grow healthy tree (Deafhood). I don't want next generation to face audial discrimination any more. I went to two different deaf schools, one with SEE and other is Oral, and I still suck at “speak English” and I am preDeaf. Let do something about it.

EHDI Reauthorization
This bill "re-authorizes" federal support for early hearing detection and intervention (EHDI) programs. Federal support has been provided since the first EHDI law was passed in 1999. That law expired in 2002, but the support continued. For more information about how this EHDI bill is the same and different from the first EHDI law, visit http://www.nad.org/issues/civil-rights/early-hearing-detection-and-intervention.
For more information about EHDI, visit http://www.nad.org/issues/early-intervention. On that page you will find links (on the right side) to more information about the bill, information for parents, community participation, and other resources.
